Does Google Adsense display more relevant ads over time?

I launched my site a month ago, and in that time, I noticed the first two weeks of Adsense showed very irrelevant, general ads. In the past two weeks, the ads (especially the image ads) have become much more relevant. Because of this, click-through rate has significantly increased.

Does this just take time for Adsense to settle in with the site’s content or did the right advertisers just decide to start ad campaigns in the past two weeks?

    I had exactly the same thing happen. Google does an initial crawl of the site when the code is put on the page. This could trigger irrelevant ads. Once the Google adsense bot gets around again, it will be more likely to find index the site more precisely and display relevant ads. The way to make this happen immediately is to submit a site map to Google through Webmaster Toos. Still some weeds pop up and the competitive ad filter will get rid of those.
    I have had problems with image ads being relevant, too. In fact, on one site I went from losing $2 a day to making $2 a day just by changing the image ads to text because the image ad was irrelevant. That site is http://barcelonafunguide.com which now has a CTR above 10 percent and makes money even being fed clicks with Adwords.
