Bidvertiser is not a scam, you just have to put a lot more traffic through them to generate any kind of income.
The problem here though is the minors factor, unless you have a parent or relative of some description who can open an account on your behalf there really aren’t too many alternatives around.
If you have used Bidvertiser before and your not happy with them, I would suggest someone like Freedom of Ads or Canep Media they both use the ADECN platform. They will pay by PayPal but you must contact them and request this as soon as you open the account, otherwise the default method is check.
Other popular choices include Clicksor or AdToll, however I am not up to date on the current payment policies on those two. They did at one time or another payout by PayPal.
